Ensure default EBS encryption is enabled

Default EBS encryption ensures all new EBS volumes created in the region are automatically encrypted without requiring encryption to be specified at volume creation.

Security Impact

Without default encryption, new EBS volumes may be created without encryption, leaving data unprotected.

Enable EBS encryption by default in each region using the EC2 console or AWS CLI: aws ec2 enable-ebs-encryption-by-default --region REGION
